feat: hover micro-interactions on cards, steps and CTA arrow

Disciplinas cards and Mecanismo/ComoEmpezar steps get a subtle lift +
border intensify on hover; the CTA arrow slides right. All gated with
motion-reduce so prefers-reduced-motion users see no movement.
